SC asks CBI for status report on Aarushi murder probe

The Supreme Court today directed the Central Bureau of Investigation (CBI) to file a status report giving details of the investigation carried out in the sensational Aarushi-Hemraj murder case.

A bench comprising Justices Altamas Kabir and Cyrus Joseph issued the direction when Solicitor General of India, Gopala Subramaniam, appearing for the CBI, informed the court that the investigating agency will file a comprehensive status report in the case.

The apex court was hearing a PIL filed by Dr Surat Singh, an advocate, seeking directions to the government, to lay down some guidelines for media as well as for the police to ensure that the reputation of the victims and their families are not destroyed due to irresponsible reporting as well as disclosure of the details of investigation by the police to the media.

A student of ninth standard of Delhi Public School, Noida, Aarushi Talwar and the family servant Hemraj, were found brutally murdered at their Noida residence on May 15 last year.

The Noida police, as well as the CBI, have not been able to crack the case even after more than one year.

Dr Rajesh Talwar, father of Aarushi was arrested in the case, but was granted bail when CBI failed to collect evidence against him. The two servants, who were arrested, were also granted bail on the same grounds. Source UNI

Noida Greater Noida School Fee issue.... views and counter views

Few people link the government’s Sixth Pay Commission with the price of private school education. But on reading the fine print, both central board accreditation and the state government’s no-objection certificates for private schools require “pay parity” with government schoolteachers. As a result, many private schools have received government notices to implement this Sixth Pay Commission parity with retrospective effect from 1 January 2006. Many complied and raised fees by 25-60%.

Public interest litigation filed in the Allahabad high court said, “In Greater Noida there is only one government school. Parents do not have any option except to send their wards to unaided private schools. The petitioners’ grievance is that recognized private, unaided schools in Uttar Pradesh are indulging in the large-scale commercialization of education, which is against public interest. This commercialization has reached an alarming situation because of the failure of the government to perform its statutory function. The fee hike and arrears will break the backbone of parents, especially in the present recessionary period and this association has been formed to fight the arbitrary, illegal and unconstitutional acts of unaided private schools.”

Courts have now begun to respond. In late March, the Delhi high court called the decision by private city schools to hike fees “highly objectionable”, and issued a notice to the government last month to examine whether the institutions were following the “mandatory provisions of law”.

Government pay parity for private schools must be removed. We must mercilessly measure and publicize outcomes. But, more fundamentally, we must acknowledge that price controls kill expansion. And India needs its school capacity to explode because, in the absence of this capacity, the most expensive school for a child is no school.

Greater Noida Badarpur 6 lane highway planned...

A new six-lane highway is being planned from Greater Noida to Badarpur across Yamuna. The proposed highway will not only reduce the commuting time from Greater Noida to Badarpur to 10 minutes, but will also make journey from Greater Noida to Faridabad very smooth.

The highway will relieve travelers of frequent traffic jams that they have to face en-route. Currently, Greater Noida is connected to Noida, Ghaziabad and Bulandshahr through direct highways, and to reach Delhi from Greater Noida, one has to go via Noida or Ghaziabad. But this highway will link Greater Noida with Delhi directly.

According to additional chief executive officer of the Greater Noida Authority Sudhir Kumar, a proposal for this highway has been prepared on the basis of a survey conducted earlier. The proposal will soon be sent for government’s approval and the work will start immediately after the nod.

Starting from Safipur village and passing through two other villages in Greater Noida– Kondli and Qayampur– the proposed highway will connect Badarpur via Tingao in Haryana.

The road will cover nine km area in Greater Noida and about three km in Haryana. The bridge over Yamuna will be constructed by the Haryana government, GNIDA sources said.

NOIDA’S FIRST MOTHER CNG STATION INAUGURATED

Noida, April 22, 2009: Dr. U.D. Choubey, Chairman & Managing Director, GAIL (India) Ltd., today inaugurated the first mother CNG station of Indraprastha Gas Limited (IGL) in Sector 53, Noida. IGL is the sole supplier of Compressed Natural Gas (CNG) and Piped Natural Gas (PNG) in the national capital. This is the second online CNG station in Noida and the first one to cater to all types of private vehicles.

Also present on the occasion were Mr. B.C. Tripathi, Director (Marketing), GAIL (India) Ltd., Mr. Rajesh Vedvyas, Managing Director, IGL and Mr. Manmohan Singh, Director (Commercial), IGL. A large number of officials, media persons and staff members were present on the occasion.

The two online CNG Stations of IGL in Noida have the capacity to sell upto 50000 kgs per day and can fuel together fuel more than 800 buses in a day. IGL’s CNG station in Sector 53 can also fuel over 3500 smaller vehicles including autos, taxis, cars etc. in a day. Fourteen dispensing points have been installed, where two buses and twelve other vehicles can get CNG fuelling simultaneously. This would provide much needed relief to CNG users of Noida who have to go all the way to Delhi for CNG refueling.

In addition, the project work is in full swing at IGL’s online CNG station located in UPSRTC Depot premises in Sector 35 and is expected to be completed in a couple of weeks. Two online CNG dispensing facilities at OMC outlets are awaiting CCOE clearance and are expected to be operational by beginning of next month.

IGL is maintaining the same basic price of CNG in Noida as in Delhi. However, due to variation in local taxation structure, the selling price of CNG in Noida is Rs. 22.10 per kg. The selling price of CNG being charged by IGL in Delhi at Rs 18.90 per kg is lowest in the country.

In the first phase of the project, the pipelines of IGL has already been completed and charged with gas. Gas to the city of Noida is being brought from HBJ pipeline of GAIL to City Gate Station located in Nandan Kanan Park.

IGL is the only company authorized by Central Government to undertake City Gas Distribution in Noida having a firm allocation of gas from Central Government. In August 2007, Noida Authority had issued NOC to IGL for setting up CGD Project in Noida. Central Government (Ministry of Petroleum & Natural Gas) made allocation of 0.2 MMSCMD gas to IGL in September 2007 for implementing City Gas Distribution (CGD) for Distt. Gautambudh Nagar (Noida and Greater Noida).

Permissions to lay pipelines was issued by Noida Authority in October 2007 and Pipeline laying work was commenced immediately thereafter by IGL. In less than a year’s time of getting NOC from UP Government, IGL had completed the works of laying of Mains pipelines, City Gate Station and connectivity with GAIL’s gas grid.

The role of IGL in checking the vehicular pollution in Delhi is well acknowledged both at national as well as international forums. IGL has well laid out its city gas distribution infrastructure in Delhi, Noida and Greater Noida. 181 CNG stations have been created and the network has connected over 1,40,000 households.

Noida grows, but poor infrastructure, closure of industries haunt

Friday 17th April, 2009 (IANS)

Despite being a virtual extension of India's national capital, this industrial hub, software centre and leisure destination still laments over poor power supply and roads, making the hunger for such essentials as well as the closure of industries major election planks.

Close to 10,000 industrial units dot this city, technically in Uttar Pradesh but bordering New Delhi. Just a fourth of them function. Rising crime and poor infrastructure have only fanned the angst of the 250,000-strong electorate.

'The government in power has only traded stones and erected statues,' said Samajwadi Party contestant Narendra Bhati, seeking to blame both the central and the Bahujan Samaj Party (BSP) government of Chief Minister Mayawati for the lack of development.

'Little has been done to look after the development of the state as a whole and this city in general,' Bhati told IANS, promising to bring change if elected.

For Noida Entrepreneurs Association president Rakesh Katyal, jobs, or the lack of them, was a major issue, as only 2,700 industrial units were functioning out of 9,700 that had set up shop here.

'The financial slowdown has eaten up small and medium industries and the rest are hit by high value-added tax. But the government does not appear to be concerned.'

Then there is mafia - and crime.

'The city is transforming from an industrial hub to a crime hub,' Aditya Ghildyal, general secretary of the Association of Greater Noida Industries, told IANS.

It was here that the infamous serial killings of children took place and gory tales of cannibalism hit global headlines. And it was again here that the chief executive of a multinational firm was lynched in broad daylight.

'Industrialists and we residents are scared to step out of our houses in the night. Why talk about night, there are incidents taking place in broad daylight,' said Ghildyal.

The suburban city which was earlier part of a reserved constituency, Khurja, has become Gautam Buddh Nagar constituency after delimitation. Home to nearly 400,000 people, this booming city has seen for almost four decades migration of people from all parts of the country, both for job and for a home of their own.

Noida has become a major residential hub as people took up apartments in the suburb's high rises, strewn across the city, at most competitive prices, little knowing that they would have to later regret their decision.

Little wonder then that Satya Verma, an employee of information technology major Hindustan Computers Ltd, who was once elated getting a job in Noida, now regrets his decision.

'Development is restricted to some areas. Water is dirty. Electricity supply is poor. There are potholes everywhere. Theft and burglaries are routine,' he said.

'It is hard to believe that there are so many software companies here - many of them catering to Fortune 500 companies,' he added, a view shared by Sunit Rai, a public relations executive who lives in Sector 62.

'Why blame politicians alone? It seems people are also comfortable with big shopping malls mushrooming in the city. They do not really seem to care about basic needs like infrastructure,' Rai said.

The suburban city boasts of international-style shopping malls highlighting the glaring differences in the two parallel ecosystems that runs in the city. The Great India Noida Place - a one kilometre long mall - and other shopping marts like Centre Stage Mall, Spice and many more are some of the examples of its glamorous side.

Then there is the Atta market, a shoppers paradise for the middle-class, which houses almost everything a household would need at very competitive prices.

The Bharatiya Janata Party's (BJP) Ashok Kumar Pradhan won the 2004 polls from Khurja with an impressive margin of 41,350 votes. He is contesting this time from Bulandshahr and Mahesh Sharma, owner of the well-known Kailash Hospitals and a doctor himself, is the BJP candidate from Noida.

'We want maximum number of people to come out and vote no matter whoever they vote for,' BJP vice-president Chiranjeev Mahajan said.

'What this city needs is an educated leader who would understand policies and not any someone who would only grow richer with the nation's money.'

The Congress got only 18.16 percent of the votes in 2004. This time, it has fielded Ramesh Chand Tomar, who was in the BJP for years and switched to the Congress recently.

The BSP too has a new candidate this year - Surendra Nagar, who has huge resources at his disposal being the owner of Paras Milk, a Rs. 600-crore dairy business.

Judgment in second Nithari case to be delivered on April 25

Ghaziabad, April 15: The judgment in second Nithari rape and murder case of 8-year-old Aarti will be delivered by a special Central Bureau of Investigation (CBI) Judge on April 25.

Aarti was the last known victim in the Nithari killings, having disappeared just about two months before the case was busted.

In the previous judgment in the Nithari killings, the special CBI court on February 12 awarded the death sentence to Moninder Singh Pandher and Surinder Koli for their respective roles in the Rampa Haldar murder case.

Just like in Halder murder case, the CBI has given a clean chit to Pandher primarily on the basis of his cellphone records, while holding only Koli guilty of the crime.

Unlike Rampa’s father, Aarti’s parents Durga and Neelam Prasad have never challenged CBI”s contention that Koli alone was the culprit.

Aarti had reportedly returned home from school on the afternoon of October 25, 2006 after which she went out to buy herself some toffees.

However, she never came back. A report about Aarti going missing was then taken down at the Sector 20 police station in Noida.

On December 29, 2006, Aarti’s remains were found buried behind Pandher’s home in Nithari. oth Pandher and Koli are accused of killing and disposing off the bodies of 19 children and a young woman between 2005 and 2006.

The investigation of the case was handed over to the CBI on January 11, 2007. The CBI has filed chargesheets in 16 cases. Chargesheets in the remaining three cases are still awaited. (ANI)

A 23-YEAR old MBA student of Noida is another victim of MMS sex scandal. She was filmed by her boyfriend when she was stripping off his clothes on music. Her boyfriend circulated the MMS because she refused to marry him. This is not the first case of its kind. It is happening in the country from the last few years.

In 2004, a boy of class 12 of DPS shot his intimate sex relations with his girl friend and circulated among his friends. Both students were expelled from the school. The girl was sent abroad by her family and the boy got admission in another school after getting bail in the case. The staggering fact of this case was that both were minors. In 2006, a girl student in Aurangabad College returned to her home in Shillong, when her MMS oral sex clip became the topic of discussion in college campus.
